The public policies are topics to be discussed in several meetings, seminars, academic work and on daily-basis debates. Its multidisciplinary nature highlights the multiple point of view, as well as interpretation. The controversies are not limited to the analysis itself, but also on the consequences and reflections derived from public policies. For that reason, the contributions coming from sociology, economy and philosophy, among other areas, so that plausible justifications might be taken for their validity and problem identification as well as habits connected to it. Besides public policies cycles and its dynamical process, they take part in the agenda definition, alternative identification, evaluation and options taken, implementation and evaluation etc. It is certain that such matters are guided by a variety of interests. As a result, the goal of this paper is talk about public policies taking into account the social capital category analytic potential in Putnam. It is not merely discussing Putnam’s theoretical aspects, but mainly exposes the initiatives developed in the Latin America and in Brazil. In fact, it is aimed at highlighting that the social capital category might be an index of human coexistence. In this sense, the synergy among states, demographic institutions and community are interested in the community welfare. For that reason, the establishment of indexes such as commitment, cooperation, engagement and social participation are essential to constitute public policies committed to the distributive rules.
