The paper considers an alternative approach (when compared to the previous author's approach) on calculating the torque, developed by a localized spinning electric field. The displacement current, developed by the spinning vector, is shown as a cross product of the angular velocity and the spinning field. Analysis of the developed force is based on the Poynting vector, crossing the involved area A. The final result looks strange, but can be explained basing on the dominating role of the rotation process.
