Risk-Deformed Regulation: What Went Wrong with Nfpa 805

Comments: 50 Pages. This documents the twists and turns necessary for the US commercial nuclear power regulation for "risk-informed, performance-based" fire protection to be established and then adopted at half of the US plants, and declared a "success."

Before proceeding, and lest opponents of nuclear power think this paper lends support to their efforts to shut down the nuclear industry, I must state the following. NFPA 805 will have been successful in that plants transitioning to it will be as safe as or safer than prior to transition. Plants that made no changes will have at least assessed their fire risks and be more knowledgeable of potential weaknesses that could compromise safety. Having found none, they will not have the need for changes. Plants that made effective changes will be safer than before. If you are one who believes the end justifies the means, then this “bottom line” is all that matters and you need read no further. However, if you are one who believes the means are also important, then you are the audience that I address. I am in no way contending that adoption of NFPA 805 compromised safety – I, too, believe that plants will be as safe or safer as a result of the transition. Why I wrote this paper is to express frustration over the “compromises” allowed by the NRC, and the “short-cuts” and “deviations” taken by the nuclear industry, to fulfill the promise of a “sea change” in fire protection at nuclear power plants through risk-informed, performance-based regulation. And, while no diminution of safety will have occurred, it is possible there were missed opportunities to improve safety if changes might have been made, or different changes substituted for those that were made, if not for these “compromises,” “short-cuts” and “deviations.” I must confess to being guilty of false optimism in December 2006 when I wrote “perhaps the single achievement most responsible for the improved regulatory environment for fire protection at commercial nuclear power plants has been the modification to 10CFR50.48 that allows licensees to ‘maintain a fire protection program that complies with NFPA 805 as an alternative to complying with [past, purely deterministic regulations]’” (Gallucci, “Thirty-Three Years of Regulating Fire Protection at Commercial U.S. Nuclear Power Plants: Dousing the Flames of Controversy,” Fire Technology, Vol. 45, pp. 355-380, 2009).

We define the logic of elements of reality. The logic of elements of reality is not a logic in the classical sense. It is an abstract language for constructing models of a certain kind. In part, it corresponds to the language of propositional logic. We define the logic of elements of reality on arbitrary sets of elements of reality. The basic relation between arbitrary elements of reality p, q is the relation p |> q (if there exists p, then there exists q). We consider the physical space and the property: if p |> q then takes place E(p) >= E(q) (E() is energy). Both expressions (1) and (2) are tautologous and theorems. This means nothing implies anything, but anything does not imply nothing. Hence the metaphysical problem is answered.

The author believes that people are turning away from Christianity because (due to their free will) they cannot believe in the validity of various concepts, such as a unique and universal Crucifixion. They believe that everything was localized to this insignificant planet and nowhere else, and, hence, Christianity is pretty blasé and probably has a lot of deceptions, misconceptions, etc., just like most of human history has. Of course, the Crucifixion occurred locally on this planet, but the implications for other planets in far off galaxies are just as crucial. Do earthlings make better Christians than those in some galaxy residing out where the quasars roam? No, we don’t. The Bible tells us to “prove all things”; in other words, reason analytically, responsibly, determine the truth! That is just what science does, or is supposed to do, but when scientists ally themselves too closely to government, their objectivity is capable of being bought or skewed by those governments, which keeps some subjects taboo as far as being investigated properly. This paper is trying desperately to determine what the truth is in those, admittedly strange events which have happened in the history of the New Testament. The author has also included a section on the search for new physical principles, by establishing working hypotheses and using these to analyze certain Bible miracles and such other phenomena which might seem appropriate. As a physicist and mathematician, the author finds the miracles of the Bible to be filled with a vast potential for discovery of new physical principles. The author hopes you will too.

Three equations as rendered are tautologous and six are not tautologous, with three of those as contradictions. The definition of Being-for-itself in so called State 3 is a contradiction. Subsequently the main results for Stages 4, 5, and 6 are not tautologous. We conclude that this refutes Hegel's dialectical method, and in only one variable.
